**Past persecution**

Substantial evidence does not support the IJ’s denial of asylum and withholding of removal.  The record compels the conclusion that the multiple beatings, threats and detentions that Khella experienced rose to the level of persecution. However,  the IJ’s denial of CAT is supported by substantial evidence as the record does not establish that Khella would more likely than not be tortured if returned to Egypt.
