Petitioner’s asylum application is time-barred because he failed to submit the application within one year of entry and his reason for delay-his inability to obtain documents from El Salvador- does not constitute extraordinary circumstances. He also did not establish a nexus between his fear of military or guerilla recruitment and a protected ground.
