**CAT; Equal Protection**

Petitioners’ claim for protection under CAT failed to present evidence of changed country conditions in Mexico that were particular to petitioners and their circumstances and therefore they failed to meet their burden of establishing a prima facie CAT claim.   Petitioners’ challenge to the constitutionality of the INA as it pertains to qualifying relatives for purposes of cancellation of removal is foreclosed by Vasquez-Zavala v.  Ashcroft, 324 F.3d 1105, 1108 (9th Cir. 2003).
